“Utilities Policy” journal is inviting submissions of papers for a special issue on “ Regulating Government –owned Utilities”. More details on the special issue are provided below:

Theme

Most water utilities worldwide are government-owned and are likely to remain so in the future, raising the question of how to regulate these entities effectively. In the literature on economic regulation, much of the focus has been on regulating private companies and less attention has been devoted to the institutions and processes needed to regulate government-owned utilities (GOUs) effectively. This special issue will look at the different facets of GOU regulation through theory and empirical investigation.

Subject Coverage

Topics of interest include, but are not limited to:

• Rationale, characteristics and specific regulatory challenges related to GOUs

• Multi-level institutional, administrative and legal arrangements for the regulation of GOUs

• Design, application and evaluation of regulatory instruments for GOUs

• Regulation of utilities with hybrid ownership structures

• Regulation and innovation

Notes for Prospective Authors

All papers must be submitted through the Utilities Policy website: http://ees.elsevier.com/juip/. When submitting the manuscript, indicate that is to be considered for the special Issue “Regulating GOUs”.

Submitted papers should not have been previously published nor be currently under consideration for publication elsewhere. Submission should be approved by all authors. Papers will be selected through a peer-review process. A guide for authors, sample copies and other relevant information are available on the Author Guidelines page.
